What exact version of AE are you running?
What are your system specs?
Do everything in Todd’s link again even if you already did it. It fixes the issue almost every time. If that doesn’t work, we really, really need more info.

You might consider updating your AE. You are two updates behind. 13.2 is the current version.

Updated to the newest version now. Still hanged at IMC (shorted).

I also had a lot of problems with the same issue so I would like to share my experience. After long search I solved it by deleting the preferences folder ([drive]\Users\[user_name]\AppData\Roaming\Adobe\After Effets ) and running the system clean up with CCleaner (it could be done with TuneUp Utilities too).

Only deleting the folder did not help. I guess there were some files that stuck in the background that made this problem to appear. I know this is maybe funny solution but it helped me and I hope that it could help someone too 😉

P.S.
I was able to use AE with other windows user that I have made.
