    I am trying to achieve the following effect: I want to break up AE text elements into dust particles that will then be attacted to a surface. Anyone have any suggestions for a plugin that can disolve text into several tiny particles that are somehwat controllable on an animation level?

    There’s a COW tutorial that does this trick – minus the particles landing onto a surface. For that bit, you’ll need particle playground. Checkout my COW tutorial, particle playland, which covers Kinetic Friction. You’ll need Kinetic Friction to have the particles land on some part of your comp. Blowing up the text requires you to use either Layer Exploder or Particle Exploder, depending on how you input your text. This bit takes some time to render.
