I’m a Final Cut user that wants…needs to begin delivering Blu-Ray. There’s no way around buying Encore for what I want to do.
Will buying the cheaper academic version of Premier Pro work?

Encore has produced DVDs that sometimes work and sometime don’t. https://www.vimeo.com/user451776
In my opinion DVD technology is a disaster.
You could consider giving your clients USB clips.

All DVD will be gone in a few years.

Recordable DVDs can sometimes be a crap shoot as far as compatibility goes, but the format itself is pretty robust, if disc and player sales figures are worth anything.

But I think the OP’s question was about getting the educational version of Premiere CS3. If the OP qualifies as a student, then Encore CS3 will be included.
