A recent problem is the Adobe libraries panel not activating when I open Premiere.

My libraries panel says I need to load the Creative Cloud Application in order to use libraries. I’ve done extensive google searching for this problem and I’ve done every fix listed on Adobe’s website and nothing is working. I also attempted updating to the latest 12.1.2 with no luck. I reverted back to 12.1.1.10 because it is very stable for me.

My Creative libraries folder (users/appdata/roaming/adobe) contains all of my libraries and it seems to have the necessary supporting folders but none of my apps can read that folder.

Has anyone else run into this problem?

    Reinstall CC desktop app.
    Use cleaner tool as well.

An update, I contacted Adobe tech support and the rep took control of my computer and attempted to fix the issue for about an hour with no luck. It’s now been escalated and I’m awaiting contact by a senior level tech rep from Adobe to figure out what is preventing the libraries from loading.
