Is there a way to make an adjustment layer only work on one of the files below it?

Or does it always have to effect everything below it? What would i have to do if i wanted to just effect one thing below an adjustment layer, and still have other files below it running normal?

You would either apply the effect only to the one layer you want to effect, or pre-compose the layers you want to effect with the adjustment layer and apply the effect to the pre-comp. These have limitations, it depends on what you’re trying to achieve.
