  Adjusting Timecode outside of Premiere Pro?

  Is there a way to change metadata timecode with reference to a particular frame using a simple program (not Final Cut or Premiere or similar).

  I want to position the cursor on a particular frame of the H264 clip and then give a timecode valid for the entire clip. Easy enough in Premiere but I need something free or cheap. PAL SD formats only.
