I’m new to After Effects and I was wondering how I can add color to a single element in black and white footage? For example, in a black and white film if I wanted the characters bright blue eyes to stand out. How would I do this?

thats a rotoscoping job. Than a colorization. Colorizing black and white footage can be done many ways, tri tone filter, hue saturation settings, colorama, duotone etc etc Also there are many third party filters.
