If its just a single dot you could even just key frame opacity and position in FCPX. It’d only take a couple of minutes to create a repeating pulsing dot compound clip and then you could move that around the map.

I don’t think I’d Keyframe it. I’d make one dot that fades in and out with a dissolve. Copy it. Ten paste it a zillion times. All in a compound as mentioned.
