I should have mentioned, also, that the client would like this burned out or encoded to Mpeg-4 so individual clips could be downloaded to IPods. :(…….
Do I understand correctly that all I need is QTPro 7.0 for Windows and I can drop the .avi files into MPeg-4?

You could add the MPEG-4 files in a seperate folder and include as ROM data next to the TS folder
