    How would I go about adding an effect to just one channel? For example I am trying to find the best way to isolate just the blue channel and add a blur to it.

    try the effect channel blur, blur just the blue channel…

    If you wanted to apply a more specific type of blur, such as Radial Blur, to your Blue Channel you would need to duplicate your layer and use the Channel > Shift Channels effect to set your top layer to have only Alpha and Blue enabled (Red & Green Full Off) and your bottom layer to have only Alpha and Red & Green enabled (Blue Full Off). Set your top layer to the Add blend mode and apply your Radial Blur to it.
