ad new brush
Are possible in after effects ad custom brush like in photoshop. I don’t
find any brush folder in AE program file folder.

No, custom brushes are not supported by AE’s paint tools.

Although the Ipod Streak Tutorial works as a paint-on effect and you can make a custom brush for that.
