Is there a way to select two clips in the timeline and then automatically switch their positions while keeping any clips on either side in place?

A swap edit. Drag one clip and AFTER you’ve started to drag along the timeline hold down the option. Drop where you want to place it. If the shots aren’t adjacent you’ll have to do it twice, once for each shot.
