  90’s Anime Filter

  Hi I was wondering if someone could help me figure out how to pull off this pseudo 90’s anime effect filter.

  I understand how to apply a grain to mimic old cels and swapping the palette. I wanna know more on how to roughen up the lines and give them this patchy look with different levels of grayish black, almost transparent at times shades.
