4K editing computer

Could I get a recommendation for a new 4K editing computer? I don’t do heavy editing at all, but my current computer can’t handle even the simplest 4K playback. I do small high school sports video, and make some stat graphics in After Effects as well.

What would be best bang for the buck? AMD Threadripper or Intel, or a Xeon Workstation? What about the video card? This is just a hobby for me–I don’t get any salary, so I don’t want to go much over $2500.
