October 19, 2008 at 12:11 amI have the same version and build but mine works fine. When you say yours is block full does that mean it is displaying max? Is the area grayed out so you cannot enter a numeric value or select the slider? Sorry I could not be more help. Maybe some more info would help.

I`m not an expert but I use Vegas for years and is the first time I see a bug like that.
And is a legal version, of course.
I have asked first the official Sony Vegas forum but I didn`t have yet any answer -

October 21, 2008 at 9:51 amI finally received this answer from SONY:
Hi emilio,
Thank you for contacting Sony Creative Software.
To reset all preferences, settings and window placement back to their original state, close the program. Then hold down the Ctrl & Shift keys when you start it again. When the program starts to load, you will see a window that asks: Do you want to reset all
preferences to default values? To fully reset all defaults, make sure that ‘Delete all cached application data’ is checked. Then choose Yes. If you still have a follow-up question on this particular incident, please feel free to update it. If you have a completely different question, please create a new incident.
Sincerely,
Eric D.
