this is confusing the matter, the initial post did not say anything about 24.0 your answer clouds the picture

YES YOU CAN
Cards like the Kona3 allow you direct playout your 24pn timeline from FCP directly to 1080 HDCam at the same frame rate you are working in, or they allow you to covert it on the fly.Note that SONY HDCAM 23.98 has no redundant frames
Also note the Panasonic 1400, 1700, and D5 deck allow you to do this from a tape of 720p24 material
HDCAM SR decks will also allow you make that tape a 720p.
