    In 24, the ‘last time on 24’ sections always have a special ‘motion blur’ when going from one scene to the next. Visually, it looks like a super fast camera pan.

    More appropriately, what I have more in mind is what is done on The 70’s Show. This show often has a scene where various characters are sitting around a table. Each shot frames a single character and the purpose of the motion blur/transition is a super fast ‘whip’ to the next character.

    How can I create this effect on set / in my edit?

    In the 70’s show case – it looks like they did a super fast pan and then slowmoed it a bit to lengthen the transition and give it more noticeable blur.

    It’s called a WHIP PAN. Done in camera. Whip the camera around and capture that…use that as your transition.

    i would just use directional blur . for what ever direction the camera is moving .
