    1) when I shoot 1080i/60 and then output it as an H264 file it comes out as 29.67 fps. Shouldn’t is be 60 fps as I have the settings on FCP to look at the first clip and set that as the frame rate?

    2) when shooting 1080i/60 in low light, even when adjusting shutter speed, the image stays fairly dark. Any suggestions for shooting in ambient light at this resolution?

1080i/60i is 60 fields per second or 29.97 FPS.
    1080i/30p is 29.97 FPS.

The 170 is not that great in low light, you gotta bump up the gain, keep the shutter at 1/60.
