Obviously, 16×9 and 4×3 don’t have the same aspect ratio, so you’ve only two options: #1 is to letterbox (full frame, with black bars top and bottom; and #2 is scale up until the top and and bottom fill the frame (center-punched, cutting of a portion of both sides of the frame).
However, what precisely is you objective? Why would you want to to export 4×3 anyway?

i figured out how to do it in apple compressor in the geometry setting (for anyone else out there) adding 60 to y1 60 to and y2… padding
