We are shooting 30psf to Sony HDCAM-SR and I need to end up at DVCPRO 720/24p. At the moment we are using Sony SRW-1 field recorder to do the conversion by playing back the 30p as 24p then importing as 24p. Works well but there are temporal changes, more over as I also need the media 30p Im having to recapture the media at 30p this doubles the work.
Any suggestions would be greatly appreciated.

Can you capture from the deck directly as a DVCPRO HD file??
If so you could capture at 720 29.97 and then use
Cinema Tools to conform that file to 23.976 and then
that file can be dropped into a 720 24p timeline.

I could do that. Do you know if image degradation will occur by conforming the media in Cinema tools?

As long as you stay DVCPRO HD you should not see a visual difference.
You just have to make sure you are conforming back and forth to many times/

I guess I cant capture as DVCPRo, SRW-1 deck only outputs HD SDI. I can however import a the 1080/29psf as 720/24psf does that get me closer to DVCPRO 720/24p ?

Give it a try with a short test…
But even if you deck only outputs HD-SDI
you should be able to tell FCP how you want to capture.
