Are there any good letterbox fill-in plugins for vegas?

This person has stretched the original video into the black bars and blurred it out, making a fairly nice effect. I’ve seen this on the news and on espn too. Is there an easy way to do this with a plugin? I’m sure I can duplicate the whole track video track, zoom in and run a blur plugin, but it seems more of a hack job which will probably take much longer to render than a simple plugin. -

You can just place generated media or your favorite motion background on the track below. No need for a plug-in. If you want it to be taken from the video then the approach you outlined is what is normally done.
