A friend of mine used to send me PAL DVD’s he made. They weren’t region coded but they played fine on my computer. If you’re planning on ripping them and re-encoding them you’re going to get a big loss in quality in my opinion.
What I did was to buy one of those portable DVD players at Best Buy. Actually I have 2 here because my wife get’s Chinese VCD’s from here friends and they’ll play them. A Phillips and a Mintek.
Get yourself a analog/digital converter like the Grass Valley ADVC110. Plug the portable into that with the composite cables. Firewire comes out the other end and manually capture the video in Vegas. Now you should have a nice clean AVI file to work with.
Now as far as reigon encoding, I can’t tell you for sure, but I know the VCD’s and DVD’s my wife gets from her friends in China do play. We just plug the portable DVD player into the big screen TV.
If you already have one of those Reigon 2 PAL DVD’s take it with you when you go look for portables. Better to test them in the store than buy it and find out it doesn’t work.
