    you could get an interlaced frame, where the interlacing is very apparent, and count he scan lines.
    Legal text should be 22 to 24 scan lines.

    NTSC video has 525 scan lines, 483 of which carry video information. Since most computer systems use either 480 or 486 vertical pixels per image (483 +/- 3), you’d be safe assuming 1 pixel per scan line. Text that is supposed to be 32 ‘scan lines’ tall should be 32 pixels high.

    Grid and rulers may be useful.

    View -> Show Rulers
    View -> Show Grid
    View -> Show Guides

    Also with rulers visible, you can create Guides to use as reference. Click/drag from one of the rulers to set a guide.

    Set grid size in Edit -> Preferences -> Grids and guides.

    And of course Window -> Info will show the pixel location of your cursor.

    If your logo is on it’s own layer, just select it in the project window. The size of the layer you just selected is shown at the top of the project window next to the thumbnail image of the layer.
