    I created menus in Vegas. When I import into DVDA4, it wants to recompress, stating “menu contains composited graphics”.

    Well on the main menu, all I put was two empty text buttons, so I could use the underline feature to underline the scene selection and play button that was already pre-rendered. Why would this require recompression?

    It needs to recompress because you are changing the contents of the “menu” which is really a video file.
    For highest quality, render your “menu” as an uncompressed file, then create the actual menu with links in DVD A
