    If an MPEG2 file from a camcorder is edited, then rendered as a Windows Media 9 file at 3 MBPS, will the video quality be deteriorated?

    Re-encoding always reduces quality a little bit. In this case you are rendering to a more compressable format with a decent bitrate, so it shouldn’t be too bad.
