Film Shutter Effect
I saw this shutter effect on revostock and I was wondering if someone could help me recreate it in after effects. I’m not sure if it is a special plug-in or something you can create.

Wrong terminology. Search for “film rollout” and “light leak” although they are slightly different artifacts. These have become dangerous affectations, applied as a transition where no film fogging would have occurred during a shoot on 16 or 35mm. Like a swoosh pan or cube rotation, transitions like this need some rational reason to be in your piece IMNSHO.
We see this question often here and in all of the video NLE forums. The easiest solution is to locate the cheapest version and buy it. If you want to use it more than a few times in your production you need more than one version. or it just gets silly.
