Best format for Windows XP movies
What is the best format to use when creating a movie to be viewed from Windows XP and it can’t be a quicktime movie?

Windows Media 9 Advanced Profile (VC-1) is a great option. The bitrate depends on your source material but I find around 5Mbps to be a nice starting point. I also tend to use 1 or 2 pass CBR, Variable bitrate takes way longer to encode and I tend to get more stable, reliable results with CBR when using VC-1 codec.
I would highly recommend using a third party application for creating the VC-1 video rather than letting AE create it. AE is not as good at encoding well compressed, efficient videos as some third party (even free) options can be.

We despise .wmv and are forcing our clients to adopt Flash or H.264 for Flash Player.

Thank you very much for responding, and please pardon my ignorance however when I go to the output module in the render queue, there is no option for vc-1 or video for windows. I am running ae cs3 on an intel macbook pro (version 10.5.6). I have created a xmas video for neighbors that have a pc that does not have quicktime installed (quicktime interferes with their business, disallowing them to view certain tiff files online of recorded plats???). I thought they would be able to view it with Windows Media Player, however when the dvd is inserted into their computer, it does not even recognize that a disk is in the f drive. ????
