    I think im missing something simple. I have a plane with hair on it. I want to delete hair from a certain part. Cut tool will leave stubble and scale does nothing to it. Is there a way to delete the hair completely?

    if it’s an editable plane the easiest way is to make a poly selection of where you want to keep the hair, save that selection then put the selection into the Hair object Guide tab Link slot. If you need to keep the plane as a primitive then use the Length parameter in the Hair material and use a texture in there that will give you what you need.
