Hy there,
it depends on how realistic the simulation should become. If it is a closeup and the water and the splashing is really the essence, you will need a simulator. There is for example DPIT Effex which can do this (for a decent price and is a C4D integrated solution). To get the most out of it, there is Realflow. But maybe a bit oversized for your need :-).
If the shot is not that of a closeup, you can start trying to simulate it without a real water simulation. For example with paricles that you put into a Metaball and apply a water texture. Or you could use TP and a nice motion blur. But here you try to get as close as possible to how water would react. You are the simulation engine ;-).
So this needs quite some work in order to look good.
