How do I achieve this?
I want the final frame of my short film to be paused (a freeze frame if you will), then slowly fade to black.
How do I achieve this?

Pick the frame you want to freeze on.
Hit match frame or hit the f key.
Go to the MODIFY menu and select MAKE FREEZE FRAME
overwrite edit the freeze frame at the same place in the timeline ( 2 seconds maybe)
Add the dissolve to the freeze frame.

Top of your screen, in the drop-down menus, Modify>Freeze frame. In the left hand canvas, upper left numerical box, type in a duration, say, 30 frames. Hit “Enter”. Now you can drag and drop that still onto the timeline right next to the last frame, and apply a dissolve to black. Stretch the lengths of the dissolve adn the freeze frame piece to taste. I usually put a slug of black next to the last shot to dissolve to.

just make sure, your footage is progressive – if not, make that part first progressive by De-Interlacing, then do what’s mentioned above. If not, you will freeze frame a picture with Interlaced lines.
