Hello. How is the headlights or tail lights of cars moving quickly across a highway effect done, while the shot is panning or zooming in or out in FCP7?

What you are referring to is probably a time lapse of long exposure still images. With images that are higher resolution than your timeline setting, you have room to zoom in and pan without the loss in quality you’d get from zooming in on a video clip in its native resolution timeline.
