  Is it possible to have a 1920×1080 video file play in a 4:3 SD tv without black bars?

  Yes but you have to crop the sides off

  You will lose information on the left and right sides.

  It’s basic math. 4:3 is almost square compared to 16:9 rectangular.

  You will lose information on the upper and lower sides.
