It looks like Trapcode Particular, which is a plugin for Adobe Aftereffects. It’s a pretty complex effect, involving mapping out the geometry of the shot and put the particles in there. Never done it myself, just read about it.
I’m sure it’s possible in Motion, using Replicator. If you go to Library -> Content, and drag in one of the “lines”, you could probably dissect that and see how it’s done from there.
Not much help I’m afraid, but I would suggest rather attempting this kind of effect in After Effects.
