    I was looking through the posts and was wondering if anyone can shed some light…

    We’re doing some legal supers for broadcast (NTSC) – I’m making titles in PS, but wondering if there is a good way to measure scan line height. I understand that the supers need to be at least 20 scanlines, would that translate into 20 pixels in PS?

    Right.
    In digital you must think of horizontal pixel lines basically as TV scan lines.

    Converting scan lines to pixels is further complicated by having to correct the difference between a CRT scanline and digital pixels.

    NTSC TV is 525 line which equates to 486 pixels. So it would be 21.6 pixels
    PAL is 625 line which equates to 576 pixels. So that is 21.7 pixels

    If your broadcaster insists on 20 scanline supers then I suggest you round the pixels to whole numbers, in both cases I would go for 22 pixels high.

    As Dave points out this means nothing in HD codecs.

    No.
    When you digitize an standard analogue signal, the picture is converted to pixels in a scan-lines base.
    Each scan line is converted in to an horizontal pixels line.
    The same happens when you convert to analog any standard digital video.

    The 480/486 lines makes no difference. The extra 6 lines are engulfed on the Vertical Blanking.
    They just disappear.
