  Text coming out of lake

  I want to make a title where the text is partial submerged in a lake, and it is reflecting off the lake. I know this is something that could easily be done in photoshop, but I want the reflection to be moving with the waves of the lake, so it looks like there’s actually a giant title in the lake. Is this possible to do in Final Cut Pro using the filters? If not, what program could I do it in?

  AfterFX or Motion are my suggestions. I believe there might be a tutorial about this on the Video CoPilot site.
