I have an issue connecting Apple TV to a 4:3 monitor via hdmi cable.
    The video looks stretched vertically.

Any ideas on how to get Apple TV to output 4:3 image or how I can “cheat” the two by exporting it a specific way so the image looks normal and not distorted.

    Thank you

I don’t think there’s anything on the AppleTV end. But on your monitor see if there is a 16:9 button or a anamorphic button like professional 4:3 monitors. That will squish the content vertically so that it is correctly displayed as letterbox.
