    Hard to describe, but:

    I have some 4 second slates that were delivered to me in QT animation codec. 720×486, 29.97 Interlaced lower field. Look and play back fine in QT, however, are strangely scaled in viewer window and on timeline (720×486, prores 422)

    Weirder:
    I ran the clips through compressor into prores, and in FCP, they don’t scale incorrectly, but the timing goes way off. The clip plays at 200% or so, and the last 2 seconds are filled with black. But no strange scaling issues. Again, these clips play perfectly in QT.

    I ran it back through compressor with frame controls turned on (Though it shouldn’t need resizing or retiming) and it produced a correct-looking clip for FCP.

    So there’s a workaround if you need one, but there’s still a weird underlying issue.
