I’m not new to FCP. I have checked my render setting and preferences.
I have brought in a few good quality jpeg images, when I pull them into my sequence and rotate them to 8 degrees the edged get stairstepping but only after I’ve rendered. when the playhead is at an un-rendered area its clean as a whistle. As soon as I render it goes to crap. Thanx in advance for any suggestions.

They probably will look fine on an interlaced display.
but, yes, FCP’s rotation filter is notoriously awful. You may need a bit of blur or prefer to do this scene in Motion or, better, After Effects.

This is my standard sigfile so do not take it personally: “For crying out loud, read the freakin’ manual.”

I have it on an NTSC Monitor. Still, why does it look great in preview window until I Apple’R’ ? Is FCP that crappy that I can’t even rotate a picture a little bit. Its not like there is even movement involved, its sitting still!

It’s the nature of the DV Codec. Try rendering in 8 bit uncompressed and compare the results.
