Encoding HD video to make SD dvd?
Help! I need to make a SD dvd of a HD project, but so far all the dvd’s made have unacceptable image streaking whenever the camera pans or tilts. I suspect that I’m not using the correct settings to output the project, right now as a Quicktime movie. Any advice will be greatly appreciated!
The project was shot on a Sony HC-3 camera, edited in Final Cut Pro 5.0.4 on a Mac PowerBook G4 using OS X 10.4.9, using iDVD to burn the dvd

First off this has topic has been covered a lot here on the cow, a simple search will bring up a lot of information.
Why are you using iDVD, as a professional I would never deliver a DVD that would look like one that my 8 year old neighbor could make. Use DVD Studio Pro, iDVD gives you no control over the encoding of the video.
Export using compressor this will give you much more control over the compression of the video. Then bring in the compressed files into DVD SP.

After making a discovery that quicktime conversion export downsizes HD to SD better than compressor even with its resizing filter set to highest quality, I export an SD file that way, then drag that to compressor.
