    When I drag a tightly edited subclip into the sequence. If I wish to do a dissolve or similar effect, I a warned I have not enough material. Is there a way to set buffer material on either side of the in and out points so spare material is available?

    only manually, at the time you create the subclip.

    you can UN-subcliop the subclip, though.
    select it in the timeline,
    Modify Menu > remove subclip limits
