  I have a timeline with a mixture of 4:3 & 16:9 stretched. The final output will be 4:3. I changed the aspect ratio of the 16:9 footage to -33.33. To letterbox the 4:3 and make the black bands line up with the 16:9 footage, I set the widescreen fx to 1.78:1. Does that sound right?

  that does sound correct. However it is much easier to place a widescreen matte on a top layer over all the rest of your edits. You can then easily position you 4:3 material inside the widescreen letterbox frame
