Remember that NDF is also 29.97fps, in DF, it’s the frame numbers that get dropped, not the frames themselves and NTSC always runs at 29.97fps.

To play a 23.98fps timeline out to NTSC, you’ve got to add 3:2 pulldown. I think some hardware cards might do this, but I’ve not seen it myself, but FCP certainly adds 3:2 when going out over firewire to DV, or if that’s not applicable, I have a little plugin package, Standards Conversion, that will add 3:2 pulldown for you as a render process to convert 23.98fps to 29.97fps NTSC.

My Aurora IgniterX adds 3:2 pulldown on the fly from 23.976 timelines when monitoring or laying off to Betacam.
