  How to turboboost for Adobe premiere pro or media encoder

  Hi everyone, I am rendering a project on AME 2018. My processor is i9 7900x @ 3.30GHz , Geforce 1080Ti 11GB, turbo boost enabled for AME up to 4.6 GHZ. But the speed not going beyond the 3.3GHz; utilizing only 26 % of CPU. Memory allocated for PREMIERE PRO OR AME is 26GB. No other apps running except ADOBE MEDIA ENCODER. How to speed to speed up the rendering, any thoughts?
