cut which starts video into while playing another clip’s audio..
So is there a way, besides un-linking audio, to add a clip, let’s call it clip “b” into my timeline and have clip “b” start while still having the audio from the clip in front of it for say a second or two before clip b’s audio picks up?

If you hold alt you can trim, roll or ripple video and audio separately if they are linked.
