Having some weird playback issues in my preview window, is this an issue with my graphics card?

Yes, that does point to a graphics card issue.

I have never seen anything like it. Try a driver update or maybe try a driver that is 7-8 months old. See if that fixes the problem.

Looks like there is a wire loose or maybe overheating.
