Not even sure if this is possible, but I have an old movie that someone put a watermark\logo on it, but it only shows up like every 20 minutes or so for about 10 seconds.

I figured out how to set a blur and crop to the spot but I obviously don’t need it blurred in that spot the entire time I only need it for those few seconds and then gone re-appearing later to cover the logo again.

Is it possible to set the blur\crop for a set time like you would do a transition? Or is there a plugin that can do that? Thanks for any help!

You could put the blur on adjustment layer and fade that in/out or you could keyframe the blur amount.
