  Changing background in a video with no green or blue screen, shot while walking in the street.

  Can I change the background of a video of someone shot while walking in the street, with a lot of other stuff in the background, using Premiere Pro CC?

  Or rather what suggestions can I get relating to alternative programs that can effectively work on changing a background?

  You’ll need to rotoscope and isolate every foreground object. This really can’t be done effectively in Premiere and you’ll probably should use something like After Effects for that.
