I have a video which is 24 fps progressive (animation), if I wanted to now convert this to 29.97 interlaced, what would be the best method? Thanks.

Drop it into a 24 fps comp, then render to 29.97 fps with fields, adding pulldown. There should be an entry on “pulldown” in the Help.

Since it is for NTSC, should the pulldown be WSSWW?

The phase doesn’t matter. You can use any combination of W and S available.
