  submix track available globally

  Is it possible to create a submix track that is available for my all sequences in a project and route track from all sequences to it?

  No, submixes aren’t considered an independent item you can place in the media library. You’re better off exporting that sequence (with other tracks muted as appropriate) as a wav file to use throughout the project.
