Premiere is exporting .mp4 with wrong fps

For some reason, in the past few days I can’t get Premiere to export my video as .mp4 with the correct fps. The material was shot in 1920/25p, the sequence settings match the source. In the Export media window, I have definitely selected 25 fps and progressive for my .mp4, and the Media Encoder window confirms this. But the exported video is bizarrely 25.59 fps. My colleague has watched me do this and is also stumped. We’ve tried a dozen times.
I’ve successfully exported this project in the past week without problems to show my client drafts – albeit at a lower resolution, so I can post it online for him to see. Also, I’ve tried exporting bits and pieces of it – 10 seconds here and there – and it turns out ok. When I export it as .mov, it comes out fine. But not .mp4. This problem has only appeared in the past few days.
I’m using CS5 (yeah I know, I just haven’t reached critical mass to upgrade to CC) on a Mac. I’ve double-checked the source files, the camera settings, the sequence settings, the export settings. Nothing is out of order, everything looks completely normal.
